From June 2022, Japan will resume accepting foreign tourists.

Outline
From June 10, 2022, we will start accepting foreign tourists on package tours with tour guides led by a travel agency in charge of accepting foreign tourists.
・Tourists must be from countries or regions classified as “Blue”.
・Foreign tourists will be required to comply with the “Guidelines for the Reception of Foreign Tourists,” including the wearing of masks.
Procedures for Entering the Country for Tourist Purposes
As of March 1, 2022, foreign nationals are allowed to enter Japan for purposes other than sightseeing under the supervision of a person responsible for receiving them.
Upon entry into Japan, the person in charge of receiving the entry must submit an application in advance to the Entry-Registered Medical Check System (ERFS) of the Ministry of Health, Labour and Welfare.
For new arrivals for tourism purposes from June 10, 2022, travel agencies, etc. located in Japan must be responsible for receiving the new arrivals and the following procedures must be taken.
1. application for a new ERFS ID
All travel agencies, etc. that will be responsible for receiving visitors, including those who have already obtained such ID before June 10, must obtain a new ID on or after June 10. When applying, a notice of registration as a travel agency or travel service arranger by a registered administrative agency is required.

2. pre-registration of prospective visitors at ERFS
Select “Sightseeing” as the purpose when registering.
3. apply for a visa at an embassy or consulate abroad
After confirming that the purpose of the issued acceptance certificate is tourism, the acceptance certificate should be sent to the prospective entrant.
In principle, visa application to the diplomatic mission abroad should be made by the prospective entrant.
